The Liberia Electricity Corporation has received financing from the African Development Bank hereinafter called the Bank toward the cost of the Liberia Energy Efficiency and Access Project (LEEAP), and intends to apply part of the proceeds toward payments under the contract for Supply and Delivery of Transformer Oil Treatment Plant. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank-s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. 2. The Liberia Electricity Corporation (LEC) now invites sealed Bids from eligible Bidders for one Mobile Insulating Oil Purifier to be delivered at the Bushrod Island Plant, Monrovia, Liberia, during the period of 4-6 months- delivery with no Margin of Preference applicable. 3. Bidding will be conducted through the International Competitive Bidding (ICB) method as specified in the Bank-s “Procurement Policy Framework for Bank Group funded operations” dated October 2015,www.afdb.org/en and is open to all eligible bidders as defined in the Procurement Framework. 4. Interested eligible Bidders may obtain further information from Liberia Electricity Corporation Mr. Muntungwa Mugala Executive Director for Projects & Planning Email:mmugala@lecliberia.com, afdbprocurement@lecliberia.com or pmashingaidze@lecliberia.com and inspect the bidding document during office hours 0900 to 1700 hours at the address given below. 5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$100.00. The method of payment will be by Bankers Check in favor of LEC or paid in cash to the Finance Office, 1st Floor, LEC Central Office. Alternatively, a direct payment into Liberia Electricity Corporation Cash EPP No: 0011134701652405, (Swift Code No. ECOCLRLM) held with ECOBANK LIBERIA LTD and submitting the payment advice as evidence to collect the Bid Documents. An additional amount will be charged for deliveries by courier. The document will be sent to the applicant electronically to the email address given by the applicant for this purpose. 6.
