Expression of Interest are invited for Local Consultant to Conduct Stigma Index 2.0 Study Objectives of the PLHIV Stigma Index The purpose of the PLHIV Stigma Index is to collect information on stigma and discrimination experienced by people living with HIV. The results of this study should be used to inform policy and programmatic change to address HIV-related stigma and discrimination nationally and globally. Specifically, the objectives of the PLHIV Stigma Index include: 1. Document the various experiences of PLHIV in Libera regarding HIV-related stigma and discrimination. 2. Analysis of stigma and discrimination of PLHIV by gender, age, belonging to a key population, and county (if sampling allows). 3. Measure the progress and impact of intervention programmes to reduce HIV-stigma and discrimination in Lesotho, through comparing the results with the previous stigma index 4. Provide an evidence-base for policy change and programme interventions to also be reflected in Liberia-s ‘Accelerating Commitments to End HIV-Related Stigma & Discrimination -The Zero Discrimination Action Plan for Liberia (October 2021 - October 2021 - December 2022)- as part of the Global Partnership to eliminate all forms of HIV related Stigma and Discrimination- and an Advocacy Strategy i. The consultant will build the technical capacity of LibNeP+, also leading in the design, implementation and report writing for the study ii. LibNeP+ will lead in overall timely implementation of the Stigma Index, including ensuring design of the study, analysis of the data, interpretation of the study findings. LIBNEP+ will specifically lead in hiring interviewers, arranging the logistics for the field work etc and advocacy efforts. iii. GNP + will provide technical assistance including all guidelines, tools etc for the Liberia Stigma Index 2.0 at all stages, as required. iv. The Stigma Index Steering Committee will provide direction on the implementation of the PLHIV Stigma Index based on the principles and standardized methodology, and to apply the evidence gathered to inform policies, programming, and advocacy to eliminate HIV related stigma and discrimination. v. Funding for the study is provided by Global Fund (through MoH- NACP, USAID (through FHI360 and UNAIDS, and these also in the steering committee
