  • Tenders are invited for Conduct an External End Evaluation for the “Sustainable and Inclusive Peace in Liberia through Promoting Women Leadership and Participation in Civic and Political Life and Their Strengthened Role in Conflict Resolution” External Endline Evaluation The objective of the external end evaluation is to give the project team a holistic overview of the project direction and achievements. Specific measurement against the logical framework is important. At the same time, the aim of the evaluation is to assess how the project is functioning within the entire peacebuilding and women, peace and security architecture of Liberia. To this end the evaluation should be structured around the OECD DAC principles of effective evaluations1 . The main categories the evaluation should thus cover are: • Relevance: Is the intervention doing the right things? • Coherence: How well does the intervention fit? • Effectiveness: Is the intervention achieving its objectives? • Efficiency: How well are resources being used? • Impact: What difference does the intervention make? • Sustainability: Will the benefits last? Furthermore, the ABIC and ZOA are interested in understanding the following additional and more specific aspects: • Within both the WSR and AI approaches, local ownership, inclusiveness, adaptation and contextualization are central to enhance culturally sensitive and sustainable interventions. To what extent was flexibility maintained and did the project adapt to changing needs and the multiplicity and variety of actors and contexts? • The project encompasses two different approaches. How do these approaches interact and add value to each other? What are the gaps in the current logic and how could these be addressed? • The project is implemented and expected to have an impact at various levels (national, county, community, household and individual levels). To what extent do results at various levels reinforce each other? • The project is implemented as part of the Gender Promotion Initiative. To what extent has the project contributed to gender equality and women empowerment? • The AI methodology was implemented by four local women-led civil society organizations. To what extent has the project contributed to their increased capacity in terms of implementing AI? • The deadline for submission of bids is Monday 30 June 17:00 (GMT). • Final selection of the consultant and signing of the contract is expected in the week of 18 July 2022. • 5 th of August 2022 is the deadline for the inception report. • The deadline for the first draft of the report is 16 September 2022. • The final report and presentation should be complete before 30 September 2022
