Liberia has taken a major step toward strengthening its fisheries and aquaculture sector with the award of a multimillion-dollar construction contract under the Liberia Sustainable Management of Fisheries Project. The contract for the reconstruction of the Klay Hatchery has been awarded to Monrovia-based contractor CONSTAR Inc., following a competitive international tender process.
The project forms part of a broader government and development partner effort to boost domestic fish production, improve food security, and create sustainable jobs across Liberiaβs coastal and inland communities.
The contract award notice (Reference LR-NAFAA-472741-CW-RFB) was published on 3 February 2026, with the official notification of award issued earlier on 16 June 2025. The procurement was conducted through a Request for Bids (RFB) process financed by the International Development Association (IDA-V3100).
The contract has been signed at a value of USD 3,751,847.44, with implementation scheduled over a 12-month construction period.
The awarded tender focuses on the complete reconstruction and modernization of the Klay Hatchery, one of Liberiaβs most important aquaculture facilities. The upgraded hatchery will serve as a central hub for fish breeding, seed production, and aquaculture training.
Key components of the project include
Rehabilitation of hatchery buildings and production facilities
Installation of modern water management and filtration systems
Expansion of fish breeding and nursery capacity
Upgrading of operational infrastructure and support facilities
Strengthening of technical capacity for aquaculture development
Once completed, the hatchery is expected to significantly increase the availability of high-quality fish fingerlings for fish farmers nationwide.
CONSTAR Inc. secured the contract after submitting the lowest evaluated compliant bid at USD 3.75 million, substantially below the competing bid of USD 6.57 million submitted by International Consolidated Contractors Offshore SAL of Lebanon.
Several bidders from Nigeria and Liberia were disqualified for failing to meet eligibility requirements, demonstrating the strict compliance and due diligence applied during the procurement process.
The winning companyβs beneficial ownership declaration confirms Bashir Hammad as a major shareholder, holding more than 25% of shares in CONSTAR Inc.
Fish is a primary source of protein for millions of Liberians, yet the country continues to rely heavily on imports to meet domestic demand. The reconstruction of the Klay Hatchery is therefore a cornerstone investment in Liberiaβs long-term food security and blue economy strategy.
